That much paint chipping on a carbon frame would worry me a bit.

Yikes!!! At least he said it wasn't ready to ride vs. just selling it off as is!

That is how most are when they are lifted out of the box. They fit better without removing the fork entirely. You are supposed to rotate the stem (and usually flip it).
